Les militaires américains doivent-ils se soumettre au Président pour déclencher une attaque nucléaire?

La réponse à la question formulée dans le titre est plutôt simple et dérangeante... Les conseillers militaires de Donald Trump peuvent intercéder auprès du Président, mais Donald Trump a le dernier mot.Si on devait refuser d'exécuter l'ordre du commandant en chef, nous aurions droit à une situation particulièrement confuse pour laquelle il n,y a pas de précédents.  J'ai souvent affirmé que la présidence Trump constituait un bon test pour les institutions américains et pour l'équilibre des pouvoirs, c'est une fois de plus le cas. Si on souhaite démontrer que le Président n'a pas les compétences pour diriger, il faudra recourir à d'autres moyens...
