 Je m'accorde une petite pause familiale avant de replonger dans la couverture de l'actualité américaine. À mon retour je sens que tout se déroulera encore très vite alors que le président Trump continue ses guerres commerciales et qu'on attend avec impatience des dénouements dans l'enquête de Robert Mueller. Sans oublier la nomination d'un nouveau juge à la Cour suprême, le sommet entre Vladimir Poutine et Donald Trump ou le suivi des élections de mi-mandat.

 Merci une fois de plus à ceux et celles qui consultent régulièrement mon carnet (en moyenne 30 000 visites par mois) et j'espère vous retrouver à mon retour. Mes collaborations dans les médias vont reprendre en même temps que les activités du carnet.

Jimmy Fallon peut-il ignorer Donald Trump?

Alors que des concurrents comme Stephen Colbert ou Jimmy Kimmel n'hésitent pas à entrer dans l'arène politique pour dénoncer ou commenter, Jimmy Fallon se contente habituellement de distraire et de faire rire. Sévèrement critiqué pour l'entrevue complaisante réalisée avec le candidat Trump en 2016, Fallon a été attaqué par le président récemment. L'animateur du Tonight Show peut-il conserver la même stratégie ou doit-il devenir un peu plus politique?

 "Fallon’s mistake is that he seems to think he’s still broadcasting in the era of his hero Johnny Carson (who hosted The Tonight Show from 1962 to 1992). But Carson began hosting in an era of three TV channels; now, the American media landscape is splintered to the extreme. Fallon’s vision of a relaxing program that just helps viewers unwind is perfectly inoffensive, but it’s one that’s ill-suited for guest appearances by political candidates (whom he’d never want to ask uncomfortable questions of).  Contrairement à la première mouture rédigée à la hâte et bâclée, le décret migratoire de l'administration a été validé par le plus haut tribunal du pays. On reconnaît au président le pouvoir de légiférer en matière d'immigration et son récent décret ne revêtirait pas un caractère anti-musulman. Je précise que le jugement s'est fait selon le "partage idéologique" des membres de la Cour suprême. Les cinq juges plus conservateurs ont appuyé le décret alors que les quatre plus progressistes s'y sont opposés.

La dette fédérale à son plus haut niveau depuis la Deuxième Guerre Mondiale

Les chiffres proviennent du Congressional Budget Office. À la différence des autres hausses de la dette, celle-ci survient dans une période économique stable. Les baisses de taxes consenties l'an dernier ont contribué à cette hausse. Les meneurs républicains sont particulièrement discrets sur les effets néfastes de leurs politiques actuelles.

 "The 1946 high was prompted by a spending push to fund World War II, and other spikes in the debt have been driven by economic downturns. But the current bump comes amid a relatively healthy economy, suggesting a structural gap between how much the country collects in taxes and how much it spends.

The CBO projects the Republican tax law passed last fall will add $1.84 trillion to the federal deficit over the next 10 years. Republican leaders have argued the cuts will jump-start the economy, creating enough economic growth to offset much of their additions to the debt. But CBO and other nonpartisan analysts have repeatedly rejected that claim."

Legacy Museum and the National Memorial for Peace and Justice: les horreurs du suprémacisme blanc ( Margaret Renkl, New York Times)

J'ai mentionné l'ouverture de ce musée lors d'une de mes contributions radiophoniques, mais je n'ai pas eu l'opportunité de le visiter. Voici ce qu'en dit Margaret Renkl dans le New York Times d'aujourd'hui. Si généralement dans un musée on s'attend à retrouver des témoignages du passé, le message des suprémacistes blancs est malheureusement encore véhiculé en 2018. Sur cette question et sur quelques autres, les États-Unis avancent lentement, trop lentement.

 "Here’s the truth about the ubiquity of racism: I’m 56 years old, and there’s a bleeding column in that memorial for every place I’ve ever lived.

The sheer numbers are devastating, but it’s their placement that works most powerfully to convey the magnitude of loss. "Pourquoi nous quittons le Parti républicain" (Susan Bevan et Susan Cullman)

Dans le New York Times de ce matin Susan Bevan et Susan Cullman expliquent pourquoi elles ont décidé de se tourner contre leur formation politique. Si leurs premiers doutes ont des racines lointaines (elles se sont démenées au sein de la formation politique pour favoriser la faction pro-choix), la présidence Trump a accéléré leur décision. Si leur message est entendu, les femmes pourraient bien décider du sort de plusieurs élections. On peut également dégager de leur prise de position que le Parti républicain se radicalise.

Création d'une "Space force": une bonne idée?

Si plusieurs commentateurs ont balayé du revers de la main la volonté du président Trump de créer une "Space force", d'autres en revanche y voient une bonne idée.

“Everything the U.S. military does today relies on space,” said Brian Weeden, the director of program planning at the Secure World Foundation, a nongovernmental organization that studies space policy. Take drones, for instance, he said. “Their signals are routed over satellites. Data is routed over satellites. Intelligence satellites do the B.D.A. after strikes,” he added, referring to battle damage assessments the military makes to determine whether targets have been destroyed."

Harry Truman justifie le recours à l'arme nucléaire: les archives du magazine "The Atlantic"

Dans une lettre publiée en 1947 le président Harry Truman justifiait le recours à l'arme nucléaire pour freiner le Japon. Les implications morales de l'utilisation de cette arme terrifiante demeurent pertinentes en 2018.

Le retrait des États-Unis met en évidence les lacunes du Conseil des droits de l'homme

Si on a déploré le retrait américain du Conseil des droits de l'homme, il faut également souligner que malgré des objectifs honorables ce regroupement souffre de certaines lacunes. Pour assurer une représentation géographique équitable on laisse participer certains pays dont le bilan au chapitre au chapitre du respect des droits de l'homme est pour le moins discutable. L'attitude américaine est ferme et on ne peut que souhaiter que ce poids des Nations-Unies réintègre les rangs du Conseil, mais les objections soulevées sont légitimes.

Amid this, the U.S. departure was not unexpected. Last year Haley said that unless there were changes within the Council, the U.S. would “pursue the advancement of human rights outside of the Council.” She repeated those remarks Tuesday, noting: “For too long, the Human Rights Council has been a protector of human rights abusers.”

Après avoir imposé la manière forte en provoquant la séparation des familles le président Trump a finalement accepté de reculer.

 "His ultimate reversal was all the more remarkable because the immigration and border security has been his signature political issue, one that has energized his political base and helped elevate him to office.

 It came as a rare combination of forces collided, ultimately moving the stubborn commander in chief: political pushback from Republicans in Congress, including typically staunch allies; private pressure from his family members, including his eldest daughter and his wife; and, most importantly, wall-to-wall media coverage broadcasting to the country images of frightened children and the sounds of their sobs from inside government-run facilities.

“Trump has proved remarkably impervious to elite and media criticism, but even he couldn’t withstand this,” said Rich Lowry, editor of National Review. “The new policy is a tactical retreat in hopes of regaining political traction, but family separations of the sort we’ve seen over the last couple of months are not going to return.”

Kirstjen Nielsen au travail pour mettre fin à la séparation des familles

À son arrivée dans l'entourage de Donald Trump je considérais l'ajout de Kirstjen Nielsen comme un gain pour l'administration. John Kelly appuyait chaleureusement sa nomination, mais depuis elle doit essuyer de dures critiques. Hier elle s'est portée à la défense de son président dans le dossier des migrants. Elle-même en désaccord avec la séparation des familles, elle a opté pour la loyauté même si sa réputation risque d'en souffrir. Selon POLITICO la responsable de la sécurité nationale plancherait sur une modification de la politique. Depuis deux jours je répète que le président jouit de privilèges qui lui permettent d'intervenir directement dans ce dossier sans passer par le Congrès. Donald Trump acceptera-t-il le plan de Mme Nielsen?

Fake news: qui distingue les faits des opinions? (Pew Research Center)

Des chiffres qui m'inquiètent dans ce récent coup de sonde du Pew Research Center. J'en parle souvent lors de mes interventions dans médias parce que nous vivons à l'ère des réseaux sociaux et de l'opinion instantanée. Qui, dans sa vie quotidienne, prend le temps de valider les informations qu'on leur présente et de quelle manière? C'est mon travail d'analyser et commenter la politique américaine et parfois je suis étourdi par la quantité de faits à vérifier.

 Il semble que chez nos voisins du sud faits et opinions puissent être confondues...  Et on s'étonne de la popularité de Donald Trump? Un remède? Les enseignants et les analystes peuvent contribuer à développer des compétences de recherche. Ça ne règle pas tout, mais ce serait déjà une avancée intéressante.

 "The findings from the survey, conducted between Feb. 22 and March 8, 2018, reveal that even this basic task presents a challenge. The main portion of the study, which measured the public’s ability to distinguish between five factual statements and five opinion statements, found that a majority of Americans correctly identified at least three of the five statements in each set. But this result is only a little better than random guesses. Far fewer Americans got all five correct, and roughly a quarter got most or all wrong. Even more revealing is that certain Americans do far better at parsing through this content than others. Those with high political awareness, those who are very digitally savvy and those who place high levels of trust in the news media are better able than others to accurately identify news-related statements as factual or opinion.

 For example, 36% of Americans with high levels of political awareness (those who are knowledgeable about politics and regularly get political news) correctly identified all five factual news statements, compared with about half as many (17%) of those with low political awareness. Similarly, 44% of the very digitally savvy (those who are highly confident in using digital devices and regularly use the internet) identified all five opinion statements correctly versus 21% of those who are not as technologically savvy. And though political awareness and digital savviness are related to education in predictable ways, these relationships persist even when accounting for an individual’s education level."

Que fait le Conseil des droits de l'homme de l'ONU?

Les États-Unis ont annoncé qu'ils se retiraient du Conseil des droits de l'homme. The Atlantic revient ce matin sur cette décision tout en précisant le rôle du conseil.

 "What does the council actually do, then? Each year, the 47-member body issues a “Universal Periodic Review,” an evaluation of the human-rights conditions of all 193 UN member countries. It also produces reports on issues like the use of chemical weapons in Syria, enforced disappearances, and the rights of children and people with disabilities around the world. The council’s many independent experts carry “the UN’s blue flag to dark prison cells and homeless shelters to document abuses of international law and demand remedies from local and national governments,” wrote Ted Piccone, a senior fellow at the Brookings Institution. In December 2017, the council held an important special session on the human rights nightmare facing the Rohingya Muslims in Myanmar. (The UN Security Council has refused to act.)

Sitting on the council allows the United States to participate in an ongoing conversation on human rights. It is certainly problematic that Venezuela and the Democratic Republic of Congo, countries with atrocious human rights records, also have seats on the Human Rights Council. But members are voted on by the UN General Assembly, and each of five major regions of the world (Africa, Western Europe, Eastern Europe, Latin America, and Asia-Pacific) receives a certain number. For all its flaws, the council has allowed the United States to demonstrate its commitment to human rights and dignity very publicly. Being a member at least signals an interest in accountability—if not of a country’s own policies, then at least those of others."
