West Point: faut-il abolir?

Un article qui surprend quand on connaît le prestige généralement associé à l'académie militaire. L'auteur présente une série d'arguments en faveur de l'abolition des académies militaires et il affirme que la formation n'est pas supérieure à ce qui est offert dans les Reserve Officers' Training Corps (ROTC)dont la formule est beaucoup moins coûteuse.

"No evidence shows that officers who attended civilian colleges, or any one of the U.S. Senior Military Colleges such as the Citadel, are lesser leaders than their service-academy colleagues. Tom Ricks, a Pulitzer Prize-winning defense journalist, put it succinctly: “After covering the U.S. military for nearly two decades, I’ve concluded that graduates of the service academies don’t stand out compared to other officers.” After all, perhaps the most preeminent Army leader in recent times, Colin Powell, is a product of the ROTC, not West Point.

This parity in skill has been slowly expressing itself in a rising number of promotions for ROTC officers over the past few decades. Thirty years ago, most Army three-star generals had graduated from West Point. As of 1997 (the last year for which data is available), only a third had. A study of naval officer ascension using data from 2003 concluded that, on average, there were no real differences in promotion rates between Naval Academy officers and ROTC officers. Of course, these arguments from statistics can’t be definitive, but they do indicate that ROTC officers are able to compete with their peers. Nearly half of the Joint Chiefs of Staff serving over the past decade bypassed the service academies."

The hunting ground: les universités américaines et le viol

Il y a déjà bien longtemps que je suis bouleversé par toutes ces histoires de viols, comme je le suis par toutes les questions rattachées à l'intimidation et/ou à l'abus de pouvoir. Il m'arrive parfois de réagir maladroitement à ces questions, mais je ne voudrais surtout pas les passer sous silence. Kirby Dick et son équipe (il s'associe à la productrice Amy Ziering, photo) se sont attaqués à cette thématique en 2012 avec le documentaire The Invisible War (viols chez les militaires) et il récidive cette année avec The Hunting Ground. Il y a une véritable épidémie de viols sur les campus et j'étais terriblement déçu qu'une histoire présentée l'an dernier par le Rolling Stones Magazine s'avère peu solide. La cause est juste et noble et une histoire mal ficelée comme celle du Rolling Stone risque de discréditer toutes les autres histoires bien réelles. Pour contrer cette culture du silence sur divers campus il faut parler et la parole des victimes est celle qui a le plus de poids. Il faut du courage, de la détermination et un profond désir de changer les choses pour prendre la parole devant les caméras pour raconter pareille expérience et s'attaquer parfois à de généreux donateurs ou à des étudiants qui sont des vedettes au sein de leur institution. On protège jalousement des réputations et des carrières au détriment du bien-être de toute la communauté et des jeunes femmes impliquées. Parce que oui, les victimes sont presqu'exclusivement des femmes. J'y vais donc de ma modeste contribution en plaçant la bande-annonce sur mon carnet web. Voici un passage de l'article du L.A. Times qui soulève un aspect très important.

"Another difference, the filmmakers say, was that the fear around this issue was greater than in the military, with college faculty and administrators being especially reluctant to talk on camera as institutions circled the wagons to protect their reputations and their bottom lines.

"I was shocked at the reticence of the faculty and administrators to speak," says Ziering. "Speaking out could hurt your career. Even if you moved to another institution, you could be branded as a troublemaker."%% One factor that was the same as in "The Invisible War" was the heartbreaking nature of the stories these women tell, and the tendency of colleges and universities to blame the victims when they choose to report alleged incidents."

Arabie saoudite et États-Unis: un moment charnière?

Le décès du roi Abdallah survient à un moment important dans les relations entre l'Arabie saoudite et les États-Unis. Cette relation, comparable à un "mariage forcé", a grandement évolué sous les présidences de George W. Bush et Barack Obama. Au coeur des disccusions on retrouves les dossiers de la Syrie et du nucléaire iranien.

"“The president certainly hopes, and we expect, that the strong relationship that exists between the United States and Saudi Arabia will endure under the leadership of the new king,” Josh Earnest, the White House press secretary, said Friday. The Saudis have long relied on the United States as their military umbrella. But that relationship soured after King Abdullah felt that Mr. Obama was ignoring the region, or at least Saudi concerns. According to a leaked diplomatic memo, in 2008 King Abdullah urged the United States to weigh military action against Iran to “cut off the head of the snake.” Now the Saudis worry about an American deal with Iran, and Saudi Arabia, like Israel, relishes the split between Congress and the White House over more sanctions and the possibility that they could scuttle an agreement.

And the interests of the two countries tend to diverge on other issues, especially combating Al Qaeda and other extremist organizations, which receive some of their funding from Saudi sources. “I think the Saudis and the Americans have developed the habit of coexisting with their disagreements,” said Khalid al-Dakhil, a political-science professor in Riyadh, the Saudi capital."
