Hillary Clinton dans l'embarras

Pendant le passage d'Hillary Clinton au secrétariat d'État, la fondation Clinton a accepté de généreuses contributions émanant de sept pays. Mme Clinton avait accepté une entente avec l'administration Obama qui consistait à respecter un code d'éthique concernant ces donations. Bien sûr on souhaitait éviter un conflit d'intérêt dans l'éventualité où un pays tenterait d'influencer les décisions de Mme Clinton qui a dirigé la politique étrangère américaine pendant tout le premier mandat de Barack Obama. Une contribution de l'Algérie ne serait pas conforme aux balises de l'entente. On peut déjà prévoir les attaques des adversaires républicains sur ce point si Mme Clinton annonce sa candidature pour la présidentielle 2016.

Terroristes arrêtés à Brooklyn

 Depuis un certain temps déjà on fait état de ces nombreux individus qui cherchent à joindre les rangs de l'État islamique ou qui affichent leur sympathie pour le regroupement terroriste. Cette fois on en a retrouvé à New York.

 All three were immigrants from former Soviet republics, and though Mr. Juraboev and Mr. Saidakhmetov had become permanent United States residents, all of them remained citizens of their native countries, Uzbekistan and Kazakhstan.

In online postings, the two younger men seem to be searching for meaning in their lives, and increasingly disillusioned by those around them — including Muslim relatives they see as living less than devout lives.

The case against the three men relies in part on a confidential informant paid by the government, court documents show. Defense lawyers have criticized the government’s use of informers in similar cases, saying they may lure targets into making extreme plans or statements And in some cases, the threat has turned out to be overstated.

La marijuana légalisée dans le District of Columbia à minuit ce soir.

Le maire de la capitale nationale américaine a confirmé aujourd'hui que dès 12h01 la possession de marijuana serait légale. Les républicains de la Chambre des représentants s'opposent à cette légalisation et ils ont menacé de poursuivre le maire.

 "“We believe that we’re acting lawfully,” Bowser said, offering a direct retort to House Republicans who late Tuesday urged the mayor — and even threatened prison time — to reconsider moving forward with legalization.

 “I have a lot of things to do in the District of Columbia,” Bowser said. “Me being in jail wouldn’t be a good thing.”

 It also doesn’t appear likely to happen soon. House Republicans said Wednesday that they are not preparing to take legal action against the city should it proceed in defiance of a congressional funding rider. Instead, one congressman said, it would fall to the Justice Department to intervene — a much less likely scenario under the Obama administration."

Le sang de Winston Churchill offert à l'encan!

On commémore cette année le cinquantième anniversaire de la mort de Winston Churchill. Celui-ci ne croyait pas si bien dire lorsqu'il déclarait: "I have nothing to offer but blood, toil, tears and sweat". La maison Duke offre une fiole du sang du célèbre politicien aux enchères.

 "Duke's auction house has announced it will auction a vial of Churchill's blood, taken during a hospital stay in 1962, three years before his death.

Churchill had fallen out of bed and fractured a hip, necessitating a multiweek stay at Middlesex Hospital.

The blood was drawn by nursing student Patricia Fitzgibbon, according to the auction house. The sample was never used and the hospital was set to dispose of it when Fitzgibbon asked to keep it.

Before her death, Fitzgibbon gave the vial to a friend, who has decided to sell it."

 Jones récupère la célèbre affiche de la Deuxième Guerre mondiale qui présentait le personnage de "Rosie The Riveteer". On encourageait alors les femmes à travailler dans l'industrie militaire. L'affiche est l'oeuvre de Howard Miller qui s'est inspiré d'une photographie d'ne ouvrière du Michigan comme modèle (Geraldine Doyle).  Rappelons que Patricia Arquette a profité de la cérémonie des Oscars pour revendiquer un traitement salarial égal pour les femmes.

Obama utilise son véto pour bloquer Keystone XL:l e Congrès pourra-t-il casser le véto présidentiel?

Pour un enseignant en histoire américaine ou un analyste de la politique des États-Unis, le présent scénario permet d'expliquer concrètement les mécanismes du système de "poids et contrepoids" ou "checks and balances" de la constitution américaine. Les penseurs de la constitution étaient soucieux d'appliquer le principe de la séparation des pouvoirs et ils étaient obsédés par les limites à imposer à chacune des branches de pouvoir. Ainsi, le Président peut bloquer une loi qui émane du Congrès, mais il est possible pour ce dernier de casser le véto présidentiel. On y parvient lorsque la majorité des deux chambres, Sénat et Chambre des représentants, atteint les 2/3 des membres. Il est peu probable qu'on puisse atteindre cette majorité, mais les partisans du pipeline vont tenter le coup.

 "Obama’s veto message was delivered within hours of the legislation arriving on his desk, the latest step in six years of pushing and pulling over a Canada-to-Texas oil pipeline that has become a symbol in the debate over jobs versus the environment. Obama aime-t-il les États-Unis? Non...

Hier je m'attardais à un article du New York Times dans lequel l'auteur démontrait que contrairement à ce qu'affirmait Rudy Giuliani (photo) la semaine dernière, Obama a maintes fois souligné son amour pour son pays. Aujourd'hui je vous laisse cet article du Washington Post dans lequel l'auteur prétend que les doutes de Giuliani peuvent être justifiés. Une réflexion qui n'est pas dénuée d'intérêt.

It’s easy to imagine Bill Clinton and either President Bush getting teary-eyed at the proverbial Fourth of July parade, as the veterans wave and flatbeds filled with 4-H kids roll by.  "Inspiré" par les déclarations de l'ancien maire de New York Rudy Giuliani et du Gouverneur du Wisconsin Scott Walker (qui ont clairement laissé entendre que le président n'aime pas les États-Unis), le New York Times a fouillé dans les anciennes déclarations de Barack Obama pour y trouver des "déclarations d'amour" à son pays. L'exercice peut paraître futile, mais cet angle d'attaque n'est pas nouveau chez les républicains et Walker sera probablement candidat à la présidence en 2016.  Quand on joue sur l'ignorance...

 "In 2004, during the Democratic National Convention speech that galvanized his political career, he offered these words of affection for the United States: “I stand here knowing that my story is part of the larger American story, that I owe a debt to all of those who came before me, and that in no other country on Earth is my story even possible.”

Mr. Obama has not shied from criticizing the United States for what he sees as its historical shortcomings, an approach that has angered conservatives like Mr. Giuliani for years.

Obama utilise peu le véto présidentiel jusqu'à maintenant

Petit article intéressant qui fait ressortir le fait que Barack Obama est un des présidents qui a le moins utilisé son droit de véto dans l'histoire. Le texte a été écrit en octobre 2014, mais je trouvais que c'était un bel ajout à mon entrée précédente.

 "The prospect of future veto fights highlights an extraordinary fact: Obama has issued fewer vetoes than any president in modern (and even not-so-modern) American history. He has vetoed a grand total of two bills: the Interstate Recognition of Notarizations Act of 2010, which had to do with home foreclosures, and a continuing resolution that had been rendered moot by another spending bill that had passed. No dramatic veto showdowns, and no public navel-gazing (as with George W. Bush's first veto, of a bill providing for embryonic stem-cell research).

In fact, if we exclude James Garfield, who served only a few months before being assassinated, you have to go over a century and a half back to Millard Fillmore to find a president who vetoed fewer bills than Obama. Among two-term presidents, only Jefferson (with zero vetoes) and Washington (with 2) issued as few as Obama has at this point."

Keystone XL: le premier veto de plusieurs pour Obama?

Le bras de fer entre l'administration Obama et le congrès est débuté depuis bien longtemps et avant Noël le président annonçait son intention au projet de loi qui autoriserait la construction du pipeline. On s'attend à qu'Obama utilise donc officiellement son véto cette semaine et ce ne serait pas la dernière fois avant son départ de la Maison Blanche.

 "Wielding the weapon of his pen, President Obama this week is expected to formally reject a Republican attempt to force construction of the Keystone XL oil pipeline. But in stopping the transit of petroleum from the forests of Alberta to the Gulf Coast, Mr. Obama will be opening the veto era of his presidency.

The expected Keystone veto, the third and most significant of Mr. Obama’s six years in office, would most likely be followed by presidential vetoes of bills that could emerge to make changes in the Affordable Care Act, impose new sanctions on Iran and roll back child nutrition standards, among others.

For Mr. Obama, his Cross Townsend black roller-ball pen will become an extension of his second-term strategy to act alone in the face of Republican opposition and safeguard his legislative record.

“It’s a new period of his administration,” said James Thurber, director of the Center for Congressional and Presidential Studies at American University in Washington. “He will use the veto to protect his past record and not allow things he disagrees with to go forward.”

Lorsque la remise des prix est récupérée pour passer un message. La première controverse serait celle suscitée par des commentaires de Jane Fonda qui s'opposait la guerre du Vietnam. Je me souviens de la présence d'Elia Kazan à qui on reprochait d'avoir divulgué des noms lors de la tristement célèbre chasse aux sorcières au débuts des années cinquante. L'article est accompagné d'extraits de la cérémonie.

"Obama n'aime pas les États-Unis": Rudy Giuliani

Il y avait un certain temps que nous n'avions pas eu de nouvelles de l'ancien maire de New York. Rudy Giuliani participait hier à un souper privé où se retrouvait également le Gouverneur républicain Scott Walker à qui on prête l'intention de se lancer dans la cours pour la présidentielle 2016. Ils sont nombreux parmi les républicains à réagir vigoureusement chaque fois que le Président nuance ses propos ou émet des réserves. L'épisode me rappelle cette critique formulée lors de la campagne 2008 à l'effet qu'Obama n'Était pas un "vrai noir américain" parce que ses ancêtres n'avaient pas vécu la terrible épreuve de l'esclavage. Obama pas un vrai noir? À lire certains commentaires racistes de l'époque, on pouvait croire que oui pourtant... Peut-on encore être nuancé en politique américaine?

Washington D.C. et la légalisation de la marijuana: "élévation"...

 En jouant avec les différentes interprétations du terme "high" dans cette caricature Joe Heller regroupe deux thèmes de l'actualité. Selon des experts, le monument à la mémoire du premier président américain se serait enfoncé de dix pouces depuis sa construction en 1884. Heller souligne également le fait que les habitants du Disctrict of Clumbia pourront maintenant posséder une certaine quantité de marijuana et d'en cultiver. Il y aurait cependant un flou en ce qui concerne la provenance et le commerce.

Le Président Theodore Roosevelt a marqué l'histoire américaine de diverses façons et en politique étrangère on considère généralement qu'il modifié la Doctrine de Monroe. Cette doctrine, qu'on résume simplement par la formule "l'Amérique aux Américains", est née en 1823 dans le contexte des indépendances de l'Amérique latine. Le Président James Monroe affirmait alors qu'on ne tolérerait plus d'intervention des anciennes métropoles. En quelque sorte les États-Unis devenaient les protecteurs des indépendances. Sous Roosevelt on justifiera des interventions américaines pour maintenir la stabilité en Amérique latine. Cet ajout de Roosevelt est souvent ce qu'on appelle la "Big stick policy". Roosevelt s'était inspiré du proverbe africain selon lequel dans les négociations on devait "parler doucement, mais se munir d'un gros bâton". C'est fou ce qu'une pub d'Obama peut contenir comme information!

Cole en profite pour mettre en évidence la demande d'Obama au Congrès au sujet de ses pouvoirs pour mener une guerre. Le jeu de mot est inspirée de la politique étrangère du Président Theodore Roosevelt (1901-1909) à laquelle on attribuait le nom de "Big stick policy".

Vaccin contre la rougeole: une vaste majorité d'américains ont confiance (Pew Research Center)

Il y a un peu plus d'une semaine des politiciens comme Rand Paul et Chris Christie étaient intervenus plutôt maladroitement dans le débat sur la vaccination. Paul et Christie en avaient plus contre le caractère obligatoire d'une campagne de vaccination gérée par les autorités fédérales. Leurs propos et les interprétations qui ont fait les manchettes ont pu laisser croire qu'il y avait une crise de confiance à l'érad de la vaccination. Cette enquête du Pew Research Center tend à démontrer le contraire. Républicains et démocrates croient que le vaccin est sécuritaire.

 "An 83% majority of the public says vaccines for diseases such as measles, mumps and rubella (MMR) are safe for healthy children, while about one-in-ten (9%) think such vaccines are not safe. An additional 7% volunteer that they don’t know.

Majorities across virtually every demographic and partisan group view the vaccines as safe. However, there are some differences in attitudes, with less educated people and younger adults more likely to say they are not safe.

The new national survey by the Pew Research Center, conducted Feb. 5-8 among 1,003 adults, finds Republicans (89%) and Democrats (87%) generally agree that such vaccines are safe for children who are healthy."

Jimmy Carter: son dernier combat pour les droits des femmes

Depuis son départ de la Maison Blanche Jimmy Carter a embrassé plusieurs causes. Plus populaire qu'à l'époque de sa présidence, il s'est même mérité un Nobel en 2002. Il affirme aujourd'hui que la lutte pour les droits des femmes constitue son ultime combat.

 "This is going to be the highest priority for the rest of my life," he said this week.

 He's doing it at the urging of wife, Rosalynn, and for his daughter, three granddaughters and five great-granddaughters. He says he wants them to have the same opportunities and security that men do.

He's doing it for the more than 200 schoolgirls abducted by the Islamist extremist group Boko Haram in Nigeria, for those who have become ISIS militants' sex slaves and for girls everywhere who can't go to school. He's doing it for the estimated 160 million babies aborted or killed at birth in Asia in recent decades because they were not boys. He's doing it for American college co-eds and women in the military who suffer rape and see the men responsible walk free."

 Une caricature un peu "facile" de Zyglis. Ce qui pique ma curiosité dans le cas du juge Moore c'est que son opposition est justifiée par ses croyances religieuse par son interprétation de la constitution américaine. Une constitution d'un pays qui établissait clairement la séparation de l'Église et de l'État...

Roy Moore: la loi de Dieu ou la loi des hommes?

Le Juge en chef de la Cour suprême de l'Alabama a provoqué de nombreuses réactions depuis quelques jours en s'opposant à la reconnaissance des mariages entre conjoints de même sexe. Si la Cour suprême des États-Unis devait légitimer ce type d'union, il n'hésiterait pas à démissionner. Si je ne partage pas son opinion, la force de ses convictions et son interprétation de la Constitution m'intéressent. Il va même jusqu'à établir un lien entre cette question et le procès de Dred Scott, une cause que la Cour suprême a tranché en 1857. Dred Scott est cet ancien esclave qui poursuivait son maître pour obtenir officiellement le statut d'homme libre. Le plus haut tribunal jugeait sa cause irrecevable parce que... Scott n'était pas considéré comme un citoyen américain. Roy Moore est ce même juge qui en 2003 refusait de retirer le texte des Dix commandements de son tribunal.

 "When federal courts start changing our Constitution by defining words that are not even there, like marriage, they’re going to do the same thing with family in the future. When a word’s not in the Constitution clearly, the powers of the Supreme Court do not allow them to re-define words and seize power," Moore said. "The power is not delegated to the United States by the Constitution nor prohibited by it to the states or reserved to the states respectively or to the people."

Aide médicale à mourir: Diane Rehm au coeur du débat

Diane Rehm est une animatrice respectée du réseau américain NPR (National Public Radio). Son statut de célébrité lui permet d'attirer l'attention sur un débat dont elle connaît très bien la réalité. Le Maryland n'autorisant pas l'aide médicale à mourir, elle a assisté à la mort particulièrement pénible de son époux qui, pour abréger ses souffrances, a cessé de se nourrir. Je suis déchiré par cette question et je continue à m'informer sur le sujet. Certains témoignages sont particulièrement durs, mais aussi particulièrement éclairant. Aux États-Unis, l'Orégon, le Vermont et Washington sont les états qui permettent l'aide médicale à mourir. L'initiative de Mme Rehm est-elle positive?  Quand on accompagne quelqu'un dans la maladie et la mort, on peut au moins souhaiter un débat en profondeur avec toutes les nuances possibles.

 “She brings gravitas, she brings her experience and she brings a level of reason and sanity to this discussion that is severely lacking when you look at the opponents of death with dignity,” said Howard Ball, a University of Vermont political scientist and author of “At Liberty to Die: The Battle for Death with Dignity in America.”

Ira Byock, a palliative care physician and vehement opponent of assisted death, has argued against the movement on Rehm’s show. Though he credits her for having him on, he said her story and influence distracts from the conversation the country should be having about improving end-of-life care."

Rick Perry et Abraham Lincoln: le gouverneur du Texas se trompe

J'aime bien quand des historiens interviennent dans des débats politiques pour éviter des dérives dans l'interprétation de l'héritage d'un ancien dirigeant. Cette fois on remet les pendules à l'heure après une déclaration du Gouverneur républicain du Texas, et potentiel candidat à l'élection présidentielle de 2016, Rick Perry. Ce n'est pas la première fois que Perry se met le pied dans la bouche. Cette fois il utilise Abraham Lincoln, un républicain, pour appuyer des craintes à l'égard d'un gouvernement central trop puissant. Josh Zeitz, qui a enseigné l'histoire américaine à Cambridge et Princeton, précise la pensée du célèbre Président.

Lincoln signed into law landmark bills opening federal land to homesteaders and funding the construction of a cross-continental railroad and federal land-grant universities. Uber comme Obama 2008!

Au moment où Uber lance ses activités dans ma ville (Québec), je trouve particulièrement intéressant cet article sur le site de POLITICO qui présente la stratégie utilisée pour travailler l'image de la marque. La stratégie utilisée est celle d'une campagne électorale et le directeur est David Plouffe, l'homme qui a dirigé avec brio la campagne d'Obama en 2008.

 "Uber had a PR problem last summer: The only thing expanding more quickly than its ride-on-demand business was its reputation as a price-gouging bully too casual about vetting its drivers. Streets around the world—from Paris to D.C.—were clogged with irate taxi drivers protesting the car service’s cut-rate pricing and loose regulation; many cities—and sometimes even entire states—had banned the app, often citing safety concerns; several Uber drivers were accused of sexually assaulting their passengers. The popularity of its product wasn’t the problem—the public perception of it was. All of the company’s explosive growth was at risk of being undone by a guerilla attitude, embodied by its scrappy 38-year-old C.E.O and his defensive “us against the world—and Big Taxi” mentality.

Such instincts might make sense for a startup. But CEO Travis Kalanick’s constant punching upward was landing poorly as Uber became a Goldman Sachs-backed company worth an estimated $40 billion. Indeed, Kalanick said at the TechCrunch Disrupt conference in September, the public was beginning to see the six-year-old company as “the big guy, or The Man.” That meant “you have to approach things differently and you have to communicate differently.” So how should Uber change?

The answer: Launch a political campaign."

C.I.A. et profils psychologiques des leaders du monde: une longue histoire

On apprenait la semaine dernière que la C.I.A. avait tenté d'établir le profil psychologique de Vladimir Poutine et que certains de ses chercheurs en étaient arrivés à la conclusion qu'il était autiste. Ce n'était pas la première fois que l'agence de renseignements établissait ce type de profil. Cet article de Mother Jones présente ici les conclusions de quelques rapports sur des personnages célèbres. Vous ne serez pas étonnés de lire qu'Adolf Hitler était masochiste, mais que pensait-on de Castro, Aristide, Hussein et quelques autres?

 Un exemple:

"The CIA profiled the Soviet premier in advance of his 1961 meeting with President John F. Kennedy in Vienna. Reading up on his adversary got JFK hooked on CIA personality profiles—particularly "salacious secrets about foreign leaders," according to historian Michael Beschloss. The Soviets also profiled Kennedy for Khrushchev, describing him as a "typical pragmatist" whose "'liberalism' is rather relative."

 Findings: The CIA portrayed Khrushchev as "a crude peasant who liked to be unpredictable and two-faced," Gunter Bischof and Martin Kofler wrote in a book on the summit. The dossier described him as:

An uninhibited ham actor, who sometimes illustrates his points with the crudest sort of barnyard humor, Khrushchev is endowed on occasion with considerable personal dignity. He has a truly unusual ability to project the force of his own powerful personality…

[H]e is immoderately sensitive to slights—real or imagined, direct or inferred—to himself, his political faith, or his nation, all of which he views more or less interchangeably…

Capable of extraordinary frankness, and in his own eyes no doubt unusually honest, Khrushchev can also on occasion be a gambler and a dissembler expert in calculated bluffing. It is often hard to distinguish when Khruschev is in his own eyes voicing real conviction and when he is dissembling…

It is also difficult with Khrushchev to tell whether his anger is real or feigned…He is less able to conceal his formidable temper when he is tired…
