Pourquoi la déclaration d'urgence de Trump est-elle si controversée?

Je n'ai pas tardé à trouver un texte ce matin qui va dans le sens de ce que j'expliquais aux étudiants avec qui j'écoutais l'allocution du président hier. Oui le président peut avoir recours à cette stratégie, oui d'autres l'ont fait avant, mais pas pour cette raison ni de cette manière. La majorité des gens, incluant ses partisans, feront-ils la différence?
