Comme bien des observateurs et des analystes (j'en étais...), le personnel diplomatique de bien des pays n'envisageait pas une victoire de Donald Trump en 2016 et plusieurs ont été désemparés, ne sachant trop comment composer avec la nouvelle administration. Pour l'élection 2020 on se prépare cependant à toutes les éventualités et il y aura un plan de match si le président sortant est réélu. En attendant la fin de la campagne électorale certains dossiers risquent cependant de ne pas progresser.
"Tom Wright, a foreign policy analyst with the Brookings Institution, pointed out that, aside from psychological preparation, most foreign governments have not made concrete moves to redefine their relationship with the U.S., a sign that they know anything can happen in 2020.
But if Trump does win, other countries may determine that something fundamental has shifted in the United States. For U.S. allies, such as France and Germany, that could mean a serious reevaluation of their military and economic partnerships with Washington. These countries will likely expect that, it Trump wins, “future Democratic candidates will be more nationalistic,” Wright said.
